7º) Is there
documentation related to the eligibility of costs of the projects?
There is a Commission Regulation with a detailed
eligibility of expenditure of operations co-financed by the Structural
Funds: Commission Regulation (EC) Nº 1685/2000 of 28 July 2000
laying down detailed rules for the implementation of Council Regulation
(EC) Nº 1260/1999 as regards eligibility of expenditure of
operations co-financed by the Structural Funds.
Nevertheless, the Programme Complement can delimit
the priorities that, with a general sense, establish the eligibility
rules.
The following expenditures will be eligible in the
framework of EQUAL projects activities:
ASSISTANCE
TO PERSONS:
- Pathway approach to labour market integration.
- Guidance, counselling and job seeking.
- Training.
- Training and practices in companies.
- Assistance to entrepreneurship.
STRUCTURES
AND SYSTEMS:
- Assistance to job creation.
- Training of trainers, staff and experts.
- Modernisation and improved efficiency of employment services.
- Training programs updating.
- Improvement of systems for anticipating changes in employment.
ACCOMPANYING
MEASURES:
- Services to beneficiaries, including dependants.
- Socio-educational promotion/ tutoring.
- Awareness-raising and dissemination of activities.
TECHNICAL
ASSISTANCE:
- Technical assistance, setting up, monitoring,
assessment, control, researches and publicity of projects
EXTENDING
ELIGIBILITY:
EQUAL projects may benefit an extending of the scope of eligible
activities belonging to ERDF, EAGGF or FIFG, with a funding limit
of 15% for action 2; therefore, during the implementation of actions
the following expenditures will be eligible: :

Support to services creation.

Support to entrepreneurship, and financial
support.

Equipments acquisition, and support to investments
in order to develop information society.

Elimination of architectural and communication
barriers, in order to facilitate equal conditions of access.

Boosting cultural and environmental elements.
