6º) Is it necessary to have a transnational co-operation agreement signed and operative since the DP´s constitution ?

At the beginning of the call for proposals and when establishing the transnational relationship, a formal agreement will not be necessary. It will be sufficient to have a coherent and detailed transnational programme.
