5º) It is necessary to create an entity with contractual / legal status to set up a DP ?

The rules and orientations of the Operational Programme require that the DP be integrated by several entities of different legal status working together in order to tackle a common problem. There is not a contractual/legal status predetermined, so the way to carry out the DP shall be decided by its members, as long as they provide themselves with the appropriate mechanisms (covenant, agreement) that guarantee the DP’s suitable functioning.
