Strategic Grants Plan 2017-2019

The Strategic Subsidies Plan 2017-2019 of the then Ministry of Employment and Social Security (MEYSS PES 2017-2019) was approved by Order of the Minister of Employment and Social Security on 27 July 2017.

This Strategic Plan is a continuation of the first Plan, approved for the period 2013-2015, which was the first Strategic Subsidies Plan approved by a Ministry since the entry into force of the General Subsidies Law in 2003.

The MITRAMISS PES 2017-2019 covers all the public subsidies managed by the Ministry in its various fields of action, thus providing a comprehensive and integrated view of the Department's subsidy activity.

The objectives of this Plan are:

  • Consolidate the role of the Strategic Subsidies Plan as a planning instrument for public policies within the scope of MITRAMISS' competences.
  • Improve subsidy management procedures throughout the Department.
  • Improve the monitoring and evaluation actions applicable to subsidies.

Following the 2019 update, the MITRAMISS PES 2017-2019 includes 45 subsidy lines: 23 subsidy lines are managed by the State Secretariat for Employment, 19 are managed by the State Secretariat for Migration, 1 is managed by the State Secretariat for Social Security and 2 are managed by the Undersecretariat.

In addition to these subsidies, the Ministry of Labour, Migration and Social Security also manages two of the pillars on which the Welfare State is based: the Social Security system and the unemployment protection system.

The 2017-2019 Strategic Subsidies Plan of the Ministry of Labour, Migration and Social Security, approved by Order of the Minister of Employment and Social Security on 27 July 2017, is inserted below, as well as, in accordance with the provisions of the same, the 2019 update and the 2018 Implementation Report of the MITRAMISS PES 2017-2019.

Following the end of the MITRAMISS PES 2017-2019, the final report on its implementation in 2019 and the overall evaluation of the Plan is also attached. A new PES will also be drawn up for the period 2020-2022, in accordance with the provisions of the General Budget Law and its implementing regulation.
