The Community Support Frameworks (CSF) are documents
approved by the Commission following appraisal of the plans presented
by the interested member state. The CSFs contain descriptions of
the strategy and priorities of the action, its specific objectives,
the participation of the Funds and other financial resources. These
documents are divided into priorities and are implemented by means
of one or more operational programmes (OP).
All CSFs
include:

The
strategy to be followed and the priorities defined by the Community
and the member state; its specific objectives, an evaluation
of expected effects; an indication of the aspects of economic
and regional policies taken into consideration.

A
summary of the nature and length of the operational programmes.

An
indicative finance plan in which the amount of planned financing
for each priority is specified, along with the planned yearly
financial contribution of each Fund and other financial instruments.

The
provisions for the implementation of the CSF, including designation
of a management authority and provisions regarding the participation
of parties concerned in the Monitoring Committees.

Information
regarding credits needed for the preparation, monitoring and
evaluation of the interventions

Prior
checks regarding availability of additional, clear and appropriate
information on financial transactions.
The single
programming document or SPD
is a single document approved by the Commission, which encompasses
the elements contained in a community support framework and in an
operational programme.
In Spain
there is a CSF for the regions included in Objective 1 and another
CSF for Objective 3. Objective 2 is defined through 7 Single Programming
Documents, one for each region outside Objective 1.
