ContentAn Operational Programme (O.P) is a document approved by the Commission for the purpose of implementing a Community Support Framework, comprising a coherent set of priorities with multiannual measures, and which may be implemented through recourse to one or more Funds, to one or more of the other existing financial instruments and to the EIB. An integrated operational programme is one financed by more that one Fund.

ContentEach Operational Programme includes:


  • ContentThe priorities of the programme

  • ContentThe description of the measures to be applied for each priority

  • ContentAn indicative finance plan which specifies for each priority and for each year the amount of the planned financial contribution for each Fund.

  • ContentThe provisions for the implementation of the operational programme:

    • ContentAppointment of a managint authority, in charge of managing the Operational Programme

    • ContentA description of the process whereby community grants are used

    • ContentA description of the monitoring and assessment systems

    • ContentDesignation of the paying authority and definition of the procedures for mobilisation and circulation of financial flows.

    • ContentA description of specific rules and procedures, for example those related to the composition of the Monitoring Committee.


ContentThe Programme complement is a document whereby the intervention strategy and priorities are applied. It contains the details of the measures to be taken in the intervention. It is approved by the Monitoring Committee and is submitted to the Commission for informational purposes.

The Programme complement includes:

  • ContentThe implementation measures corresponding to the priorities of the Operational Programmes, the prior assessment of the measures and monitoring guidelines.

  • ContentA definition of the categories of final beneficiaries of the measures.

  • ContentA finance plan, together with a description of the provisions made to ensure national contribution to finance the measures.

  • ContentThe measures intended to ensure publicity of the Operational Programme.

  • ContentA description of the modes agreed to for the computer exchange of data with the Commission.

In addition to these Operational Programmes, the ESF programmes in Spain include the seven SPD for Objective 2 and the Community Initiative Programme (CIP) EQUAL.

ContentProgramme structure followed in Spain

The separation of the areas of competencies of the Central Administration and of the Autonomous Regions entails the need to structure actions planned by the ESF in two main Operational Programme groups:

  • ContentRegional Programmes which encompass the actions of each autonomous administration, covering the five priority areas of action provided in the ESF Regulations.

  • ContentMultiregional Programmes, of a horizontal nature, whose structure is linked to the areas of action, and which define actions of the General Central Administration and of other national agents at a state level.

As such, five modes of multiregional intervention are planned, centred around different subject areas and encompassing the participation of institutions involved in actions in those areas by virtue of their competencies.

The Operational Programmes cover five subject areas:

  • ContentActions aimed at stimulating employment and vocational training (Objectives 1 and 3)

  • ContentParticular attention given to groups which require specialised and specifically designed actions (Objectives 1 and 3)

  • ContentThe organisation of the vocational training system (Objectives 1 and 3)

  • ContentActions in the field of lifelong training and strengthening of business capacity. (Objectives 1 and 3)

  • ContentThe Spanish system of Research, Development and Innovation (Objective 1; in Objective 2 it is found in the 7 SPD)

ContentWhat is a global grant?

Within an Operational Programme, the management authority can decide, in accordance with the Commission and with the beneficiary of the programme, that one part of the endowment of the Programme is reserved with a final character for the implementation of certain given actions, considered as priorities: this mechanism is known as global grant. In the case of the European Social Fund, Art. 4.2 of its Regulations describes the usage of this formula to facilitate the access of non-profit making organisations and local partnerships to small grants.

In order to manage this credit reserve, the management authority signs an agreement with an Intermediary, which must guarantee its reliability, its experience and its settlement in the territory.

In the Spanish programme, two types of global grants have been designed:

  • The most part are dedicated to stimulate the associative network in the area of fighting against the discrimination of the less favoured groups.


  • Others are dedicated to stimulate local development through a series of interventions in neighbourhoods with specific difficulties of insertion into the labour market.

The global grants included in the Operational Programmes for the period 2000-2006 are the following:

The global grant will be dedicated to conceding small grants for non-profit organisations within the territory of the Autonomous Region. It aims at the implementation of pre-training and training activities for immigrants coming from the orientation and information services of the insular territorial institutions. These activities will respond to their most immediate needs of insertion into the labour market.

The global grant will be dedicated to conceding small grants for non-profit and local entities within the territory of the Autonomous Region. It is aimed at financing actions for the promotion of the equality of opportunities for everybody regarding the access to the labour market, with special attention to those in risk of exclusion.

The global grant, which will be managed by the Consortium of the Barrio de la Mina, will be dedicated to conceding small grants for non-profit entities. It aims at offering, through actions of prevention and fighting against unemployment and for the development of human resources, opportunities of social integration into the labour market for those groups with social and labour problems and in risk of exclusion from the neighbourhood of La Mina, especially young people

The global grant will be dedicated to conceding small grants to non-profit organisations and entities within the territory of the Autonomous Region. It aims at the implementation of actions supporting handicapped people within the labour market, actions of support for the insertion of immigrants with difficulties of integration into the labour market and actions of promotion and creation of opportunities of integration for those in risk of exclusion.

The global grant will be dedicated to conceding small grants to non-profit entities involved in the processes of transition to a normal labour environment for handicapped people within the territory of the Autonomous region. Its objective is the implementation and maintenance of professionalised services, capable of offering to the handicapped user a personalised accompaniment in every phase of their professional integration and orientation, the process of being hired into ordinary companies, their training for the office and a permanent monitoring.

Its objective is the implementation of actions of orientation, information, socio-professional assessment, pre-training and vocational training, all of them directed to immigrants, looking for their integration into the labour market.

Fomenting Employment (Objective 1)

The global grant will be dedicated to offering to those in search of employment an opportunity of work internship that complements the training in those services for the attention of people with special needs. These services include care to children, elderly people, the handicapped, ill people, people in risk of social exclusion, etc. The setting of a network of kindergartens and, in general, of day centres or proximity services for the attention to dependant people.

Those projects promoted by Local Corporations of more than 50,000 or by Provincial, Town of Insular Councils will be financed, provided that the y include the same number of people. Local Corporations will participate in the financing and will have to incorporate an agreement that involves the highest degree of participation of the social agents who work in this area, of interested companies, Universities or Centres of Vocational Training, non-profit organisations, etc.
