Strategic Grants Plan 2020-2022

The Strategic Subsidies Plan (PES) 2020-2022, was approved by Order of the Minister of Labour and Social Economy on 30 June 2020.

This is the third strategic plan following the entry into force of Law 38/2003 of 17 November 2003 on General Subsidies and its implementing regulations, approved by Royal Decree 887/2006 of 21 July 2006. The first two Plans were approved for the periods 2013-2015 and 2017-2019.

The PES 2020-2022 of the Ministry of Labour and Social Economy (hereinafter MITES) covers all public subsidies managed by the Ministry in its different fields of action, namely: labour relations, employment and social economy. It provides an integrated overview of the Department's subsidising activity.

The current Strategic Plan, for the period 2020-2022, responds to the following guiding criteria:

  • The configuration of subsidies as an instrument for the planning of social expenditure policies that fall within the competence of MITES.
  • Improving the Department's subsidy management procedures by organising, simplifying, informing and adapting them to the budget.
  • Improving the monitoring and evaluation activities applicable to subsidies.

The objectives of the PES 2020-2022, determined by the structure of the ministerial department, as well as by its competences and the public policies it develops, are:

  • Improving the quality of employment through training and guidance for workers, both employed and unemployed, in coordination with other public administrations.
  • Improving employability and reducing unemployment, with a special focus on young people, the long-term unemployed and people with disabilities, and equal opportunities for women and men.
  • Support for workers affected by restructuring processes.
  • The promotion of self-employment, social economy and corporate social responsibility.
  • Improving industrial relations by supporting the normal functioning of the social partners.

The MITES PES 2020-2022 included 27 subsidy lines, of which 25 were managed by the Secretariat of State for Employment and 2 were managed by the Undersecretariat.

The Minister's Order of 30 July 2020 approving the Strategic Subsidies Plan 2020-2022 of the Ministry of Labour and Social Economy, which contains the plan as an annex, is attached hereto.

After the second year of the MITES PES 2020-2022, the Report on its implementation during the financial year 2021 is also attached, as well as the update of this Plan for 2022, together with its corresponding annexes.
