What is the Europe 2020 Strategy?

The Europe 2020 Strategy, adopted at the European Council in June 2010, is the reference framework for the coordination of economic and employment policies of the EU Member States. It arose linked to the previous Lisbon Strategy. It establishes for the EU five shared quantified objectives for 2020, in the fields of employment, education, research and innovation, social integration and poverty reduction, climate change and energy. Each Member State has established its own quantified objectives.

These objectives, along with the integrated guidelines constitute the main reference for coordinating economic, social and employment policies in the EU, which at the national level are specified in the National Reform Programmes that the Member States must present annually.

What is the European Semester?

The European Semester is the key tool of the “Europe 2020” Strategy and designates the cycle of coordination and supervision of the policies that affect said Strategy. It derives its name from the fact that it initially focused on the first half of the year, although it currently covers practically an entire year. Its purpose is to strengthen the coordination and supervision of economic, budgetary and structural policies to promote growth, including, in particular, employment policies, as well as education, social inclusion, R&D&I or the business environment.

What role do the National Reform Programmes play?

In the Semester cycle, the National Reform Programmes (NRPs) establish the measures that the Member States propose to undertake in areas such as employment, education, research, innovation, or social inclusion to meet the annual priorities, the integrated guidelines and the objectives of the E2020 Strategy.

They must be in line with the integrated guidelines and with the priorities of the Annual Growth Report and report on the measures applied or planned in accordance with the Recommendations and the national quantified objectives. The NRPs are presented in April together with the Stability Programmes.
