Regulations

In order to develop your self-employed activity, it is important that you are aware of the main rules that apply. In this section you can consult the basic regulations on self-employment.

The applicable regulations are set forth below:

  • Law 20/2007, of 11 July, on the Statute of Self-Employment.
  • Royal Legislative Decree 8/2015, of 30 October, approving the revised text of the General Social Security Act.
  • Royal Decree-Law 13/2022, of 26 July, establishing a new contribution system for self-employed workers and improving protection in the event of cessation of activity.
  • Royal Decree 1541/2011, of 31 October, implementing Law 32/2010, of 5 August, which establishes a specific system of protection for self-employed workers in the event of cessation of activity.
  • Royal Decree 1613/2010, of 7 December, which creates and regulates the Council for the representativeness of professional associations of self-employed workers at state level and establishes the composition and system of operation and organisation of the Self-Employment Council.
  • Royal Decree 197/2009, of 23 February 2009, which implements the Statute of Self-Employment with regard to the contract of the economically dependent self-employed worker and its registration and creates the State Register of professional associations of self-employed workers.
  • Order PCM/74/2023, of 30 January, developing the legal rules on Social Security contributions, unemployment, protection for cessation of activity, the Wage Guarantee Fund and vocational training for the financial year 2023.
  • Order ESS/739/2017, of 26 July, establishing the regulatory bases for the granting of subsidies for activities to promote self-employment, the social economy and corporate social responsibility and to cover the operating costs of associations of self-employed workers, cooperatives, labour companies, insertion companies and other entities representing the social economy at the state level.
